In the afternoon of September 08, 2017, the Vietnam Japan University (Vietnam National University, Hanoi) held the first meeting of its Council in 2016 – 2021
Vietnam Japan University is a member of the Vietnam National University, Hanoi (VNU) and operates under the special organization and operational regulations issued by the Prime Minister. According to the regulations, the University’s Council is the highest authority of the Vietnam Japan University. The first meeting aimed to elaborate the university’s development orientation which is in line with the roles, mandates and expectations that both Government of Vietnam and Government of Japan are giving to the university.
The meeting consisted of three sessions: Opening, Preparatory session, Discussion and Resolution on “Vietnam Japan University development orientation in 2016 – 2024”
In his speech to open the meeting, Prof. Dr. Furura Motoo – the University’s Rector conveyed his sincere thanks to members of the University’s Council for their attendance and indicated the importance of their first meeting to discuss the university’s development orientation. Mr. Nguyen Kim Son, VNUHNPresident confirmed the critical role of the University’s Council since Vietnam Japan University is in the establishment process. Takebe Tsutomu, Special Advisor to the Japan-Vietnam Friendship Parliamentary Alliance, member of the University’s Council and one of the founders who made significant contributions to the establishment of Vietnam Japan University, expressed his hope to cooperate with other members of the University’s Council to the success of the university. In the opening session, each member of the University’s Council 2016 – 2021 made their speeches, expressed their happiness and honor to become part of the University’s Council, committed to contribute their experience, efforts and knowledge for the success of the university and revealed their confidence in the university’s development with the expectations and caring given by the governments and people of the two nations.
The University’s Council has agreed and voted for the key positions of Chairman, Deputy Chairman, Secretary and Head of Control Committee. All members of the University’s Council agreed to vote Mr. Nguyen Kim Son, President of VNUHN, as the Council’s Chairman, Mr. Uchida Katsuichi as the Deputy Chairman, Mrs. Ngo Minh Thuy as the Secretary and Mr. Nguyen Hieu as the Head of Control Committee.
After that, the University’s Council discussed about its organizational and operational regulations, including its development strategy and plans, organization and staffing, operational principles and mechanisms of the Council. A number of comments were delivered mainly on the voting responsibilities of the Council’s members, voting right of absent members and additional responsibilities, mandates and functions of the Council which were specified in the draft version.
The last session of the meeting was the most important part as it was the discussion and resolution on the development orientation for Vietnam Japan University in 2016 – 2024. Prof. Dr. Furuta Motoo, Rector of Vietnam – Japan University presented the orientation to develop the university, including the mission, vision and development orientation; development objectives; organizational orientation for 2016 – 2024; orientation for scientific researches and training planning in 2016 – 2024; orientation to develop financial resources in 2016 – 2024; higher education towards liberal arts education philosophy in 2019.
Based on the contents of the draft version, the University’s Council has agreed that: Vietnam Japan University will focus on key technology and engineering fields and refer to the successful models of universities in Japan for its development model. The university will concentrate on sectors that Japan is having good advantages and are demanded for in Vietnam, with due attention to avoid the sectors that Vietnam National University has been providing professional trainings. It was agreed that the strategy to develop Hoa Lac zone must take into consideration of all aspects such as finance, human resource, organization model, etc.
The first meeting of the Vietnam Japan University’s Council has completed successfully. Though there are issues to be addressed, this meeting showed the dedicated efforts of the Council members to the development of the university in the future.
