Thanh Hoa Provincial People’s Committee (Thanh Hoa PPC) held the signing ceremony of cooperation agreement between the People’s Committee and Vietnam Japan University (VJU) in the morning of November 14, 2017.
VJU representatives to this ceremony were: Mr. To Huy Rua, former Secretary of the Communist Party of Vietnam (CPV), former Chairman of the CPV Commission for Organization, Chairman of Vietnam-Japan Friendship Association, Honored Rector of VJU; and Mr. Furuta Motoo, Rector of VJU (VNU). Representatives of Thanh Hoa provinces included: Mr. Trinh Van Chien – CPV member, Secretary of Thanh Hoa Provincial Communist Party and Chairman of Thanh Hoa Provincial People’s Council; Mr. Nguyen Dinh Xung – Deputy Secretary of Thanh Hoa Provincial Communist Party and Chairman of Thanh Hoa PPC; Mrs. Le Thi Nhin, member of the Provincial Standing Committee and Vice Chairwoman of Thanh Hoa PPC, and leaders of various departments, agencies and universities in Thanh Hoa province.
The cooperation agreement between Thanh Hoa PPC and VJU (VNU) in 2017 – 2020 aims to exploit and promote each party’s advantages to contribute to the fulfillment of their development objectives. The two parties agreed to cooperate in the following areas: Consultation and research on manager and leader human resource development; consultation to transfer the public administration model of Japan for application in Thanh Hoa province in 2018 – 2020 with a vision to 2030; consultation on tourism development model; consultation on quality production-based brands development for specific agricultural products of Thanh Hoa province; study and consultation to assist and transfer to enterprises in Thanh Hoa province the technologies that are advantages of Japan such as technologies in the fields of agriculture, aquaculture, environmental engineering, technical infrastructure, Nano technology for application in healthcare, biology, etc. Thanh Hoa Provincial Department of Planning and Investment and VJU are in charge of developing and submitting proposed plans to Thanh Hoa PPC for their decision on the contents, curricula, cooperation plan, mechanism, solutions and implementation progress reports of the cooperation agreement.

In his speech delivered at the signing ceremony, Mr. Trinh Van Chien, CPV member, Secretary of Thanh Hoa Provincial Communist Party and Chairman of Thanh Hoa Provincial People’s Council expressed his happiness at the cooperation between VJU and Thanh Hoa province. He highlighted that Thanh Hoa is the leading province in Vietnam in attracting Japanese foreign direct investments with on-going key projects such as Nghi Son Oil refinery and Nghi Son II thermo-power plants. Japanese enterprises studied the potentials and advantages of sea ports of Thanh Hoa since 1990s and invested in Nghi Son cement corporation which started the wave of investments by Japanese enterprises into Thanh Hoa province. In addition, the cooperation relationship between Thanh Hoa province and Japan is also visible in fields of overseas students and internships exchange, trading and tourism. He wished VJU and Thanh Hoa province promptly and intensively implement the cooperation agreement and hoped that VJU experts would advise Thanh Hoa province with suitable strategies and plans for the development of the province and Nghi Son Economic Zone as well as other important plans based on their expertise.

Mr. Nguyen Dinh Xung – Chairman of Thanh Hoa PPC considered the cooperation agreement an important event of Thanh Hoa province as it contributes to the fulfillment of one of the five key programs proposed in the Resolution of 18th Thanh Hoa Provincial Communist Party – the program on human resource development and utilization, technological research and application. He expected that VJU would provide additional information on their potentials and advantages in the fields of human resource development, science research and technology transfer to Thanh Hoa province. He also suggested that to facilitate the successful implementation of such program, Thanh Hoa Provincial Department of Planning and Investment should cooperate with VJU to develop in detail and implement the Nghi Son Economic Zone development orientation and strategy; study to apply and transfer special application models, particularly food safety management and safe agricultural models for exporting purposes; train managers, develop human resources, provide short term training courses and train the lecturers of universities and colleges in the province; attract investments into electronic technologies, high quality industries; and promote investments in high quality agricultural development. The Chairman of Thanh Hoa PC also requested the Provincial Department of Planning and Investment to put their great efforts in developing detail plan as soon as possible and discuss with VJU for finalization of specific programs and projects, then submit for approval and implementation.

In their speeches, Mr. To Huy Rua, former CPV Secretary, former Chairman of the CPV Commission for Organization, Chairman of Vietnam-Japan Friendship Association, Honored Rector of VJU and Mr. Furuta Motoo, Rector of VJU (VNU) revealed their happiness at the cooperation between Thanh Hoa province and VJU (VNU). They reckoned that the signing ceremony between VJU (VNU) and Thanh Hoa province was a critical signal and opportunity for the two parties to promote their cooperation in education and training for high quality human resource. In short term, the two parties shall promptly conduct cooperation activities in the fields of agriculture, education and training, environment and climate change. VJU will be the reliable counterpart of Thanh Hoa province to promote trade and implement investment projects that are funded by the Governments of Vietnam and Japan. The University will comply with the signed cooperation agreement in a strict, comprehensive manner with their greatest efforts for the best results and cooperate with Thanh Hoa provincial authorities to promote the agreed activities for the shared interests of the two parties.

At the witness of former leaders of central and provincial levels, Mr. Nguyen Dinh Xung – Deputy Secretary of Thanh Hoa Provincial Communist Party and Chairman of Thanh Hoa PPC and Mr. Furuta Motoo – Rector of VJU signed the cooperation agreement. The signing ceremony was successfully ended and the signed contents will be promptly and effectively implemented in the near future.
